Duterte confers on Dr. Emil Javier the Order of National Scientist

President Duterte conferred the Order of National Scientist on Dr. Emil Q. Javier at the President’s Hall in Malacañan Palace on January 7.

Javier was named National Scientist of the Philippines by virtue of Proclamation 781, signed by President Duterte on August 2, 2019.

“The work of Emil Q. Javier, PhD, in the field of agriculture, through spearheading the Institute of Plant Breeding, UP Los Baños, which popularized high-yielding crops and disease-resistant varieties in the country and in Asia, evinces his outstanding contributions to the progress of science and technology in the Philippines and the world,” the proclamation cited.

The presidential proclamation further stated that “[Javier] played an active role in the efforts to inform the public about the nature of science, and its potential to improve people’s access to food and health, and to emphasize the need for high safety standards in both research and production of biotechnical innovations.”

“Dr. Javier is a scientist who has a great influence, especially in how we should view and understand the world. However, he did not use his influence for fame, power nor money. Instead, he used his knowledge and focused his studies to cater those who really are in need and those who need help,” Science Secretary Fortunato de la Peña said.

The title of Order of National Scientists is the highest honor conferred by the president of the Philippines to a Filipino with outstanding achievements in science and technology. DOSTPH
